Histórico

1983

- The Instituto de Apoio à Criança (Child Care Institute) was established with the main objective of contributing to the fundamental development of children in defence and promotion of their rights and always aiming to be a force that promotes, pressures and acts, so that more children can have a happy childhood. Our main priority has always been children who are at risk, abandoned, mistreated, missing and sexually exploited.

- The Actividade Lúdica (Playing Activities) department was created with toy libraries and play areas.

1984

- Organised the seminar “A Criança em Portugal: Que Direitos?” (“Children in Portugal: What Rights?”) at the Calouste Gulbenkian Foundation in collaboration with the Centre for Judicial Studies and the Portuguese Society of Social Paediatrics. It was the first time in Portugal that the violence against children taboo was broken in a multidisciplinary and public manner, not even the media were tuned in to this theme at the time.

1987

- Organized the conference “A Droga Hoje em Portugal – Que Respostas?” (“Drugs in Portugal Today - What Answers?”) in collaboration with the Association for the Prevention of Harmful Consumption and the Centre for the Study and Prevention of Drugs.

1988

- The first publication of the quarterly “Boletim do IAC” was in January 1988. Its aim is to support and disseminate the work of everyone who seeks new answers to the problems that children in Portugal face. It covers the Institute's work in different areas: health, social, education, etc.

- Launch of the hotline where children can speak up: SOS-Criança (SOS-Children). Questioned by some at the time, today the hotline is considered a public service where around sixty thousand children have been assisted to date.

- Organized the conference “Trabalho com Amas e Creches Familiares” (“Work with Nannies and Family Childminders”) in collaboration with the European Child Care Network.

1989

- IAC began work on the problem of street kids by creating a pioneer project in the European Union that received praise for its methodology and initiative in favour of those that lived locked out on the street instead of locked at home.

1990

- Published the first edition of the “Guia dos Direitos da Criança” (Children's Rights Guide).

1991

- Organized the international conference on “Crianças de Rua - Modelos de Intervenção” (“Street Kids - Intervention Models”).

- The Centro de Documentação para a Infãncia (Child Documentation Centre) was created to address the lack of specialized information about children in different fields. It was the first multidisciplinary collection about children. Today, it is called the Centro de Estudos, Documentação e Informação sobre a Criança (Children Research, Documentation and Information Centre).

1992

- Released the book “Jogos e Brinquedos Tradicionais” (“Traditional Games and Toys”) written by João Amado e Manuela Hasse.

- Organized the conference “Brincar, Como e Porquê…” (“Playing: How and Why...”).

1993

- The department Projecto Rua/Em Família para Crescer (Street Kids Project/A Family to Grow Up) published an information sheet, with the goal of sharing and communicating intervention methodologies with national and international partners as well as with the public in general. It provides information about the different activities in the department as well as about the target group.

- Released the book “Reprodução Assistida: as Técnicas, a Ética e a Lei” (“Assisted Reproduction: Techniques, Ethics and Law”) written by José Manuel Ramos de Almeida.

- Organized the international conference on “A Criança Portuguesa no Limiar do Novo Século” (“The Portuguese Child on the Eve of the New Century”).

1994

- The Serviço Jurídico (Juridical Service) department was created.

- IAC increased the training and awareness campaign on Children's Rights with government partners (namely, the Polícia Judiciária (Criminal Police), other police forces and the Instituto de Reinserção Social Institute of Social Reintegration) and non-governmental partners, such as the Teacher's Union, Schools (elementary, secondary and professional), universities and higher education institutes. The campaign for children's rights includes the active participation of Instituto de Apoio à Criança  specialists in several Child and Youth Protection Commissions.

1996

- Organized the conference “A Criança e os Serviços de Saúde – Humanizar o Atendimento” (“Children and Health Services - Humanizing Care”).

1997

- The Humanização dos Serviços de Atendimento à Criança (Humanization of Child Reception Services) department was created.

1998

- Organized the seminar “Ser Criança… Crescer na Cidade” (“Children: Growing up in the City”).

1999

- Released the second edition of “Guia dos Direitos da Criança” (Children's Rights Guide).

2000

- Among several coordinated events in multidisciplinary partnerships, we highlight the participation of the Instituto de Apoio à Criança in several national and international conferences through Interpol's invitation, such as the ACCESS Conference, a ordinated Action Against the Sexual Exploitation of Children, held in Birmingham and sponsored by the European Community's STOP Program. 2001

- Participated in the 17th meeting of the INTERPOL Crimes against Children Team in Palma de Mallorca. Date: April.

- Participated in the workgroup sponsored by ANACOM (Autoridade Nacional de Comunicações) within the Plan of Action for a safer Internet that includes a hotline for complaints and reports and an Awareness Centre that promotes safety and awareness of the problem.

- Start of the study “Análise das Condições de Vida das Crianças” (“Analysis of Children's Living Conditions”) in Lisbon. This study was done as a partnership between Instituto de Apoio à Criança  and the Instituto Superior de Economia e Gestão (ISEG).

- With the goal of combating disappearances, kidnapping and sexual abuse of children, the Instituto de Apoio à Criança was invited to become a member of the European Federation for Missing and Sexually Exploited Children (Missing Children Europe). The formal creation of Missing Children Europe took place on 4th May 2001 at the European Parliament in the presence of EP-President Nicole Fontaine and European Commission Vice-President António Vitorino. Today, Missing Children Europe has 23 Member organisations from 16 European Member States and Switzerland. The Instituto de Apoio à Criança is the only Portuguese member.

- Partnership with the Child Focus (European Centre for Missing and Sexually Exploited Children) whose headquarters are in Brussels. This non-governmental organization was established as a result of a private initiative after the abduction of two Belgian children that disappeared in 1998. Its objective is to help in the search of missing or kidnapped children, in Belgium and other countries, as well as contribute to the prevention of sexual exploitation of children and, specifically, child sexual abuse material on the Internet. The partnership has permitted a continuous exchange between several entities. It gave rise to bilateral visits, workshops and lectures, which led to the creation of a task force with the Instituto de Apoio à Criança) and the Polícia Judiciária (Criminal Police).

2002

- Instituto de Apoio à Criança  participated in the creation of the International Directory of Organizations that work in the area of missing children and sexual exploitation of children and youth, which was lead by the Belgian organization Child Focus and financed by the DAPHNE program 2000-2003. This project with the goal of identifying e gathering information on the non-governmental organizations, that in each country, provide preventive measures, information and victim support included 19 countries (15 from the European Union and 4 candidate countries: Austria, Belgium, Denmark, Finland, France, Germany, Greece, Holland, Ireland, the United Kingdom, Italy, Luxembourg, Portugal, Spain, Sweden, the Czech Republic, Poland, Romania and Hungary).

2003

- The methods used by Instituto de Apoio à Criança in creating a Portuguese directory and information gathering about the national situation in the area of missing children and the sexual exploitation of children is considered a best practice by the Child focus team and is used as an example for the other 18 participating countries.

- Organized the conference “Desaparecimento e Exploração Sexual de Crianças” (Disappearance and Sexual Exploitation of Children”) at the Auditorium of the Assembly of the Republic. Given the importance of the event, the materials presented and the quality of the talks, it was deemed necessary to make it available to a larger audience through the publication of a book and CD.

2004

- The work done by the Instituto de Apoio à Criança is closely followed on a national and international level. The report by the US Department of State available on the Internet and the interest at the annual meeting of the International Center for Missing and exploited Children (ICMEC) in Washington, DC are proof of this. - A cooperation protocol was signed between Instituto de Apoio à Criança and the Ministry of the Internal Administration. Under this protocol and in addition to 15 other important measures, the Instituto de Apoio à Criança promotes the creation of an easy access tool-free telephone number to be used for Missing and Sexually Exploited Children. - Start of the study “Análise dos Níveis de Bem-Estar das Crianças” (“Analysis of Children's Level of Well-Being”) in the municipalities of the greater Lisbon area (Amadora, Cascais, Lisboa, Loures, Oeiras, Odivelas and Sintra). This study was done as a partnership between Instituto de Apoio à Criança (Child Care Institute); the Instituto Superior de Economia e Gestão (ISEG) and the Faculdade de Motricidade Humana (FMH), Schools of the Technical University of Lisbon (UTL); and the Regional Directorate for Education of the Lisbon Region (DREL).

- Instituto de Apoio à Criança commemorated the 25th of May, International Missing Children's Day, for the first time in Portugal. The main purpose of International Missing Children's Day is to encourage everyone to think about children who remain missing in Europe and the world and to spread a message of hope and solidarity with the parents and families that live with this problem at an international level. It also serves to encourage the authorities to think about prevention, and strategies that can be implemented in collaboration with entities responsible for education, justice and security.

- Organized the conference “Desaparecimento e Exploração Sexual de Crianças” (Disappearance and Sexual Exploitation of Children”) at the Auditorium of the Assembly of the Republic.

- The Instituto de Apoio à Criança creates the helpline 1410-SOS-Criança Desaparecida (SOS-Missing Children).

- Released the book and CD “Desaparecimento e Exploração Sexual de Crianças – Situação em Portugal” (“Disappearance and Sexual Exploitation of Children - The Situation in Portugal”). These publications are a starting point for a greater sensibility towards the problem of missing and sexually exploited children.

- Starting in September the Instituto de Apoio à Criança nucleus in Coimbra changed its name to IAC/Fórum Construir Juntos (IAC/Forum Building Together) with the goal of promoting, supporting and disseminating the work of everyone who seeks new answers to the problems that children face and create opportunities for inter-institutional dialogue in order to increase sensitivity to the problem of missing and/or sexually exploited children through the revitalization of the Rede Construir Juntos (Building Together Network).

2005

- In January, the national survey of child and youth related institutions was given continuity so that, in partnership with the Instituto de Apoio à Criança , they can locally give support (social, psychological...) to the families of missing children.

- Meeting of Rede Construir Juntos (Building Together Network) in Moimenta da Beira, in association with the Arte Nave Atelier, with the goal of increasing sensitivity to the problem of missing and/or sexually exploited children and promoting the revitalization of the Rede Construir Juntos (Building Together Network). 2006

- Organized a meeting of Rede Construir Juntos (Building Together Network) in Recardães, Aveiro, in association with the Centro Social e Paroquial de Recardães, with the goals of increasing sensitivity to the problem of missing and/or sexually exploited children and promoting the revitalization of the Rede Construir Juntos (Building Together Network).

- Organized the conference “A Criança, o Direito, a Utopia” (“Children, Rights, Utopia”)

- The Humanização dos Serviços de Atendimento à Criança (Humanization of Child Care Services) department published the book “Acolhimento e Estadia da Criança e do Jovem no Hospital” (“Hospital Reception and Hospitalization of Children and Youth”).

- Meeting of Rede Construir Juntos (Building Together Network), in Leiria, in association with the Escola Superior de Educação, with the goals of presenting, revitalizing and growing the Rede Construir Juntos and increasing sensitivity to the problem of missing and/or sexually exploited children. 2007

- Meeting of Rede Construir Juntos in Fundão, in association with the Santa Casa da Misericórdia and the Serviço Local de Acção Social (Local Social Action Services), with the goals of presenting, revitalizing and growing the Rede Construir Juntos (Building Together Network) and increasing sensitivity to the problem of missing and/or sexually exploited children. - Organized the first congress “Infância, Cidadania e Jornalismo” (“Childhood, Citizenship and Journalism”) in collaboration with the Centro de Investigação Media e Jornalismo (Media and Journalism Investigation Centre) and the Comissão Nacional de Protecção das Crianças e Jovens em Risco (National Commission for the Protection of At-Risk Children and Youth).

- Released the CD “Pornografia infantil: Exame da Legislação - à Escala Mundial-2006” (“Child pornography: Examining the Legislation on a Worldwide Scale - 2006”).

- Participated with all the Portuguese content in the CD “Sharing Approaches to Violence/Regards Croisés sur la Violence”, edited in Brussels by the European Social Action Network.

- Organized a meeting at Calouste Gulbenkian Foundation titled “Pela defesa dos direitos da criança – novas realidades, novos interesses, novos desafios” (“In defence of children's rights - new realities, new interests, new challenges”).

- At this meeting, Matilde Rosa Araújo - children's writer, founding member of Instituto de Apoio à Criança (Child Care Institute) and Director of the Boletim do IAC - was honoured.

- Signed a protocol between Instituto de Apoio à Criança and the Associação Crianças Desfavorecidas, Cabo Verde (Association of Unfortunate Children, Cabo Verde) in the fight against child labour and for the protection and integration of street kids. Date: May.

2008

- The Instituto de Apoio à Criança celebrates its 25th anniversary.

- The Instituto de Apoio à Criança publishes the following leaflets: In Portuguese, “25 ANOS” (“25 Years”) and “Superior Interesse da Criança na perspectiva do respeito pelos seus direitos” (“The Best Interests of the Child in view of respecting his rights”); in English, “A Path of Utopia – Creating Reality – 25 Years”; and in French, “Vers une Utopie – Construisant une Réalité – 25 Ans”.

- The Instituto de Apoio à Criança publishes on CD: “Aspectos Psicopedagógicos da Actividade Lúdica” (“Psycho-pedagogical Aspects of Play”); “Convenção sobre os Direitos da Criança” (“Convention on Children’s Rights”); “A Criança e os Maus-Tratos” (“The Child and Abuse”); “Linhas de Ajuda e Outras Práticas de Intervenção no Âmbito da Criança” (“Helplines and Other Intervention Practices with Regards to Children”); and “Pornografia Infantil: Legislação Modelo e Análise Global” (“Child Pornography: Model Legislation and Global Analysis”).

- The Instituto de Apoio à Criança submits to the Assembly of the Republic, for discussion, a book published by the Instituto de Apoio à Criança (Child Care Institute) titled “O Superior Interesse da Criança” (“The Best Interests of the Child”).

- III King of Spain’s Award for Human Rights - The Ombudsman decided to nominate the Instituto de Apoio à Criança for the Award for Human Rights which was instituted by the Chair for Human Rights and Democracy of the University of Alcalá and the Ombudsman of Spain with the support of H.M. the King of Spain Juan Carlos I.

- Organized the III European Conference on Missing and Sexually Exploited Children with the theme Internet Safety.

- On our 25th anniversary, the Instituto de Apoio à Criança was graced with the Ordem do Mérito (Order of Merit) by His Excellency the President
of the Republic to publicly honour the Institute.

- Published the insert, “Humanista e Pioneiro na Defesa dos Direitos da Criança” (“Humanist and Pioneer in the Defence of Children's Rights”), in the 88th Boletim do IAC dedicated to João dos Santos, founding member and inspiring force of the Instituto de Apoio à Criança . Date: June.

- Organized the IV International Conference with the theme Violence in School and Public Policy. “Violência na escola, violência em contexto?” (“Violence in school, violence in context?”) Location: Calouste Gulbenkian Foundation in Lisbon. Dates: 23rd, 24th and 25th June.

- The European Child Helpline number 1116 111 was implemented in a partnership between the Ministry of the Internal Administration and the Instituto de Apoio à Criança.

- Published the insert commemorating 20 years of the SOS-Criança department in the 90th Boletim do IAC.

- Published the brochure “Instituto de Apoio à Criança - 25 anos” (“Instituto de Apoio à Criança - 25 years”).

- Organized the European Forum on Street Children, Street children as a challenge to social policies and the renewed Lisbon Strategy: The role of the civil society as a catalyst for the social inclusion process for children at high risk and street children. In collaboration with the European Federation For Street Children at the Auditorium of the Assembly of the Republic.

- Created InfoCEDI, a themed digital periodic, edited by the Centro de Estudos, Documentação e Informação sobre a Criança (Children Research, Documentation and Information Centre). Date: November.

2009

- Created the website for SOS-Criança Desaparecida.

- The Instituto de Apoio à Criança marked the official launch of the European helpline for missing children 116 000 with a press conference at the Calouste Gulbenkian Foundation. The number 116 000 is used in ten European countries making it easier for parents of missing children to report a disappearance, for the public to give information about a missing child and for a missing child to seek help. 116 000 is now the European helpline for missing children.

- The Instituto de Apoio à Criança released the third edition of “Guia dos Direitos da Criança” (“Children's Rights Guide”) at a meeting at the Auditorium of the Assembly of the Republic. It was presented by the President of the Instituto de Apoio à Criança , Manuela Ramalho Eanes. Date: 7th July

- Released the book “Guia Metodológico – Interromper Percursos Marginais” (“Method Guide - Interrupting Marginal Paths”“) that describes the specific intervention methods used by Projecto Educar e Formar para Inserir (Educate and Teach to Include Project). - The Projecto Rua is 20 years old.

- Created the Instituto de Apoio à Criança blog “Crianças a Torto e a Direitos”, maintained by the Centro de Estudos, Documentação e Informação sobre a Criança (Children Research, Documentation and Information Centre). Date: December.

2010

- The Instituto de Apoio à Criança increases its presence on social networks by joining Facebook to better interact with the general public and other institutions. Date: January.

- Production and promotion of the InfoCEDI – A Criança e a Violência nos Videojogos (Children and Video-game Violence). Editor: Centro de Estudos, Documentação e Informação sobre a Criança. Date: January.

- Annual evaluation of Projecto Rua was held at the Auditorium of the Fundação D. Pedro V (Lisbon). Date: February.

- Planted a “flowering vegetable-garden” as part of the project “Aprender na Rua” (“Learn on the Street”), in the Arroja (Odivelas) neighbourhood. After cleaning the soil, the children planted sunflowers, rose bushes, cacti, coriander, parsley, etc. Month: March.

- Twenty-three participants of the project “Solidariedade à Solta” went to Albufeira (Algarve) for visits (ex: Refúgio Aboim Ascensão) and to understand first-hand what is actually done to guarantee a dignified life for children. Date: April.

- Specialists from IAC//Projecto Rua develop a workshop on inter-cultural issues in the neighbourhood 6 de Maio (Amadora) as part of an inter-cultural exchange promoted by ACV – Associação Cidadania Activa, one of the partners of Instituto de Apoio à Criança. - Celebrated International Children's Day with a special broadcast at Antena 1 recorded at IAC/Projecto Rua. In addition to specialists and the Counsellor Judge Armando Leandro (co-founder of Instituto de Apoio à Criança, four young people also participated and were able to express their ideas, opinions and thoughts and to have an active say. - Celebrated International Children's Day with the children of the community Quinta da Serra with a special session of “Aprender na Rua” (“Learn on the Street”) where IAC/Projecto Rua  put on several games and workshops. Date: June.

- Project “De Viva Voz pela Inclusão” (“A Strong Voice for Inclusion”), a regional workshop from the Rede Construir Juntos (Building Together Network). Rede Construir Juntos is a national network, founded in 1997, currently augmented by Instituto de Apoio à Criança , composed of IPSS (private charity institutions) with responsibilities in the area of children and youth, grouped by region. - Final exchange of the project “Solidariedade à Solta” at Parque das Conchas with 33 children from the communities that during the year participated in this project.
